Yes, they are all based off of votes.
COTD is determined by the critter who has received the most votes on the previous day.
COTM/Top Critter is determined by the critter who has received the most votes for the previous month.

What is Critter of the Day / Critter of the Month (Top Critter) and how are they determined?
Critter of the Day/Month are the top setups on our sites that receive the most votes in their profiles as well as the community gallery for that given period.
- Critter of the Day is determined from the previous Sunday through Saturday.
- Critter of the Month (Top Critter) is determined from the previous month.
Each profile can only win an award once in a rolling 1 year period.
